Heights in GPS Localizations

We are trying to do a height survey of a large area (+/-5kms) and are localizing on some points around the area and some in the middle. The survCE manual says this about the heights of such localizations.
I might be misunderstanding something but if this statement is correct then it seems that all of the heights within the localization area will be incorrect by the amount of the curvature of the earth which, last time I checked, was a sheroid of some description. There is no geoid model available in our area.
The program will “best fit” a plane through all activated (H=On and/or V=On) control points.
