RTK Base Elevation Error

I have discovered what seems to be an error in the way that SurvCE calculates the elevation of an RTK base point . If you are using the data transmission protocol RTCM 3.0 and you save the base position in the Monitor/Skyplot - Reference tab, it appears that the software is applying the ARP to phase center offset twice. In my case (Topcon GR5's) the elevation for the base point will be low by approximately 0.80'. Has anyone else noticed this?

I think that Carlson SurvCE 4.06 or 07 is doing it again. I have contacted Carlson about this but they cannot seem to give me a answer as they have no way of testing each and every different RTK units etc.
