My Explorer II locked on the reboot screen? Any help will be appreciated. I tried taking the battery out/in and still nothing.....

I would try a couple things.
With the unit ON , press and Hold the ON/OFF key for about 10sec. to execute a Restart.,
Let the unit come back ON, if it the unit stay´s locked again then you could try a Invalidation of the Persistent Registry, which can work as a Hard Reset.
With the unit ON ,
Take the battery out and wait about 10sec.
Put the battery back in .
Press and Hold the ESC and Second Key at the same time.
While pressing and holding this 2 keys press and release the ON/OFF key.
The unit should come up and it should display
“ Invalidating the Persistent Registry”
If you don’t see this message then the process was not executed correctly.
Sometimes you have to do it several times.
If the unit still fails to go pass the Reboot Screen then it is possible that you have a hardware failure.
