extract from excel

is there a way to extract data from a certain cell in an excel file to
an
attribute block value?
also there is a way to insert the block to a x and y value with that
same
excel data?

Yes, using an addon known as LiveText, which is also included in
ToolPac.

also there is a way to insert the block to a x and y value with that

Yes, using the Block Data Import functionality in ToolPac.
