Design Pull down?

I just installed Carlson Civil 2007 and I'm going through a tutorial. The
intersections and subdivisions tutorial mentions in step 7 "Under Design,
Pick Curves..."

I don't have a design pull down. I have tried changing Carlson menus, and
I can't find a "Design" pulldown in any of them.

Any ideas?

it appears that the command mentioned in step 7 is in the DRAW pulldown,
then ARC, then 2 tangents, radius [2tanlin command]

in step 10, offsets and intersections is in the AREA/LAYOUT pulldown
[WAYINT command] the Inq-Set pulldown is now the Inquiry pulldown

in step 11 Cul-De-Sac in also in the AREA/LAYOUT pulldown [STDCUL command]

in step 13, 14, 15 Lot Layout is also in the AREA/LAYOUT pulldown [LOTLAY
command]

other references to the AREA pulldown are in AREA/LAYOUT

steps 29,32,34 in the AREA/LAYOUT pulldown
