intersection snap to circles

Problem one:
Every time I use intersection snap to draw a line from the intersection of two circles, the snap misses the intersection by about 0.005 drawing units (feet). Intersection snap seems to work fine at the intersection of straight lines. I've checked to see if the two circles were at different elevations or something, but no, both at Z=0.00.
Problem two:
When I use the Entity Snap buttons, they only remain active for the current command. As soon as I start a new command, they have been turned off. I can use ESNAP to permanently set one type of snap or another, and they remain active. But it's a little more inconvenient to change snap types this way. I didn't have this problem in Carlson 2009.
Anyone have any experience with these glitches?
