Can Intellicad ope a DGN file

I have a need to open a DGN file. There are converters out there but all cost - like $300. Anyhow, I noticed in intellicad there is, under file, something that says Microstation.DGN... When I click on it, I get:

"C:\PROGRAM FILES\CARLSON2011_ICAD\LSP\cad.cip.CADio.dll" cannot be found. Can't open "C:\PROGRAM FILES\CARLSON2011_ICAD\LSP\cad.cip.CADio.dll" for execution.

Anyone know if 1) this will actually open a DGN file, and 2) what I would need to do to get it to function?

It works fine in the embedded AutoCad version, so my guess is that this is the result of an intellicad shortcomming. Do you know anyone with the AutoCad embedded version that could open it for you and then return it as a dwg? OR ask the guy that sent the drawing is he is on MicroStation V8. If so, he can save the dgn as a dwg and send that to you.

File>Microstation DGN>Convert Files
It's working for me, build 110729.
If helps send me the dgn file to convert for you.
