loadin failure in windows 7

i have windows 7 home premium on my laptop. when i load carlson civil suite 2012 on to acad 2007 i get an error message stating the the system administrator won't allow the program to load. i click ok and the program appears to continue to load. but when i try to boot up carlson, all i get is acad. i checked the loading log and there are messages on the log stating that some files cannot be found, yet if i search with explorer the files are actually there. carlson just isn't reading them. anybody else have a similar problem?
