Workspaces and menus

We have Carlson Civil Suite 2014. We run on top of ACAD 2014. One of my co-workers pc seems to default to the GIS module every time she opens Carlson. Even when we save the workspace as Civil and we've even tried saving the workspace with the survey module. But time after time, it always defaults back to the GIS module. The problem with this is we only have 2 networked seats for that, we have 8 for civil. So at times when she goes into Carlson, she get's timed out b/c the other two licenses are being used. Any way to ensure that she will open in Carlson Civil.

Also another little bug that i've run into, my function keys stop working correctly. I used ortho and turn it on and off on the fly continuously. Then something will happen and when i hit F8 it will turn on snaps, then hitting F9 to turn that off will turn on the grid...it's very annoying and hokey. I end up closing Carlson and reopening again to remedy this situation. Anyone else run into this? What is it?
