pull down menu/toolbar button

Running into issues with Carlson/Intellicad 2015 where the Carlson pull down menus do not work. The pull down menus load, and I can toggle between survey/civil menus etc but aside from the file and edit pull downs, nothing happens when I select a command in any other pull down. I can however use the corresponding toolbar/toolbar button for the operation and that will allow the command. Any thoughts on why the pull down menus are inoperable? Thanks.
