NO MENU TABS / DROP DOWN MENUS

Today i was assigned a new user account at work all my files ,projects had to be transferred. What is weird is when I open
Carlson survey 2013 under the new user account, The tabs at the top of the tool bar (with the drop down menus) ( points, file , cogo etc. ) no longer appear. Can anybody tell me how i can get these tabs to reappear? Thankyou,
