Plotting Ortho Images

Modules: Carlson Survey with intellicad.

I have surveyed aerial target locations on state plane coordinates NAD83 (proper zone designated) and a flown aerial image placed by world file. The points import directly onto the aerial image at the target locations. But when I plot, the aerial image moves and / or expands and the image is no longer at scale. Is it a problem with the aerial or with how I'm plotting?

I use bluebeam to plot from paperspace to pdf.
