Shape Files

The Municipality of Anchorage has topo data as Shape Files. Can I do
anything with them in C&G? If not, does Carlson have anything that will
convert these to something I can use with C&G?

AutoCAD Map can import ESRI SHP files.

Take a look here: http://software.geocomm.com/translators/arcview.html for
tools to convert SHP files to something you can work with, like DXF.
