I understand that rotating coordinates does not bring line work with it due
to the ACAD functionality. But if the linework was generated by line mapping
or Lines By Point could CG not set up a seperate function to take the
linework with the coordinates when a rotation is done?

There is a routine that will work which is found in the CGDRAW menu called Refresh Screen. This will bring Lines, Polylines, calls & any other CG Entities back onto the coordinate points.
