I use a similar method as you do as far as a layer state for my different
layouts like, existing conditions sheet, demo sheet, grading sheet, etc.
but when I have two separate viewports on one sheet like ones with
matchlines, I've always used the "layer properties" on the toolbar to
assign which layers to keep thawed, frozen, or on and off for each
separate viewport and it does retain those settings. You have to do this
while the viewport is active and used the "freeze or thaw in current
viewport" tab between the "freeze or thaw and the lock or unlock tab. It's
apparent that you can set this up somehow in the layer manager as there's
an "isolate group" command that has an "active viewport only" tab but I've
always used my own work around as mentioned above. Hopefully R.K. McSwain
will check in today and give us a better, easy and time saving solution.

Using Carlson Survey 2004.
is there a method to assign a layer state to a viewport? I cannot find
it.
I want 2 vp's on 1 sheet. Each vp will have unique layers froze/thaw.
Problem is when I restore layerstate #1 for vp#1, vp#2 is displayed
incorrect.
I want layerstate #1 displayed in vp#1 and layerstate#2 in vp#2 at same
time.
