In the chance that someone else may benefit from this, here is the email I sent to Carlson, which makes more sense than my post here, and the response I received from Lon at Tech Support:
I am working in a landfill and need to find the remaining volume of a cell to a certain elevation. The base of the cell ranges from 488 to 550. The fill will be placed on a 3:1 slope from the base of the cell to an elevation of 569.
I have been trying to use the Design Pad Template routine in Carlson Survey 2006. I drew a 3D Polyline around the base of the cell getting elevations from a surface model. Like I said above, the base of the cell ranges from 488 to 550. When I select the perimeter, it is holding the base as 569 and calculating inwards and down to some arbitrary elevation (496, 502, etc.).
What am I doing wrong? Is there a way to have it create a pile instead of a pit?

Set the "Source of Slope Target Surface Model" to "Elevation", and the "Slope Direction" to inside. After picking the 3d pad polyline and setting the slopes, the routine will prompt you for the pad elevation. Enter 569 for the elevation, then continue through the prompts. To compute volumes, you will be prompted to select the existing surface file. Let me know if you have any questions or problems.

www.carlsonsw.comThis worked perfect. It took me less than a minute to do. I found another work around that took about 45 minutes. I first created a surface at the 569 elevation. I then chose the 3D Polyline around the perimeter of the cell. In the Design Pad Template routine, I used the 569 TIN as my surface and it created the intersections from my 3D Polyline to my surface.
I got very nearly the same results in both methods. The way Lon told me to do it was just a lot faster.
