Hello,
Could you tell me if there is anyway I can convert or import an .dgn file
into my Carlson Survey 2004.

As far as I know, importing a dgn file is a function contained in AutoCAD
Map versions. It is not contained in the standard AutoCAD package which
Carlson Survey uses as its drawing engine. So basically it cannot be done
using Carlson Survey.
