We need to do a drawing where the north scale and the east scale are

You will have to draw it normal, save the drawing, then insert that into a
new empty drawing with different X and Y scales. Keep in mind that the text
will scale also, so you might want to compensate for that in the original
drawing by using a narrow or wide width setting.
