I will try to shed a little light on the issue for you. In Carlson, the
main place that you set your text size is under the Settings pulldown
Drawing Setup. On this dialog you specify the horizontal scale along
with the symbol and text plot size. You can specify the symbol and text
scales either by using a scale factor or by specifying drawing units.
Based on this, if you wanted the L60 style to be 1.8 drawing units on a
30 scale simply input 1.8 in the drawing units or .06 in the text plot
size field. One entry takes care of both fields. So if you enter 1.8
in the drawing units field the plot size field will change automatically
to the corresponding plot size scaler of .06.
A couple of things to remember concerning this are as follows. The
horizontal scale doesn't mean you are drawing at a particular scale. It
should be set to the scale that you think you will plot the final
drawing at. This setting only controls the size of text and symbols
that are automatically generated during various routines. You can
create and set different text styles to be used for various routines,
for example area text and bearing/distance annotations, using first the
style command to define the text font, and then the specific commands
default settings to specify the style to be used. When doing this the
routine will use the font style and the size will be determined by the
settings in the general settings dialog. Even if you have a size
specified for the text style, the routines that automatically create
text will use the settings in the drawing setup dialog to control the
size of the text. The regular dtext, or draw text, command will use the
height specified for the text style when being used. If no height has
been defined you will be prompted for the height.
Long story short, it is better to not define a height for text styles in
Carlson. But if you want to you can but this height definition will
only be used when manually drawing text using the single line text,
dtext, or multiline text, mtext, commands.
I also had a time getting used to this system. I hope the this helps

They are set from the previous drawing that I had to change manually. I
have noticed a few times that the size was actually set to 0. I came over
from LDD and when you change the scale there those styles update
accordingly. Is there a way to fix this or will I have to change it myself
for every single drawing?
