Can anyone shed light on the reasons for continuation with the 2004 CAD
engine rather than building around the 2006 one?

Will Surevy 2004 accept dwg files produced by Autocad2006?

Doug,

There shouldn't be any problem between 2004 and 2006 since AutoCAD 2006 is
still using the 2004 drawing format.
