Scale Text per Viewports

I know you can freeze and thaw layers in a particular viewport without affecting other viewports or model space. Is there a way, when using a viewport to show a detail of a particular area, to scale the text down in that viewport?

I usually just copy the text I want to scale and make a new layer for it that will show in the detail viewport.
