Offset Dimensions

I am using Carlson Survey 2008 Stand Alone version. I am unable to get the offset dimensions to align parallel with the arrow lines. It dosen't matter if I set it for parallel in the Survey Annotation settings... It still inserts horizontal. Any solutions?

Note: This occurs only when notations don't fit between the lines (arrows). In earlier versions they would remain parallel (same orientation as the line).
