Scale Point Attributes

when trying to scale point attributes using the scale point attributes command, only symbol will scale choosing either label or both, label (point description, point number and point elevation will not scale)

I'm using Carlson civil 2009 with acad, the problem was also in 2008 version.

Can you please let me know how to fix that.

Choose <Both> and pick the symbol and one point label.

I tried different ways and none work, it will only scale symbol object but no labels....
