Offset after buffer offset

Has anyone noticed that after performing a buffer offset, the normal offset
routine creates a buffer offset?
Closing and reopening the drawing seems to remedy the problem, but I don't
care to do that every time if another fix is out there.

That occurs also in Carlson Survey 2006.
I will get this reported to the programmers.
Work around:
After buffer offset type VAREDIT at command line and enter value 0 for
OFFSETGAPTYPE or Settings>Set Environment Variables>OFFSETGAPTYPE>Value>0
