Is the Carlsons .tin triangulation file format able to be read or imported
by other programs (i.e. Land Development Desktop)?

Do you what version of LDD (autodesk) can read the binary file?

You can export .FLT files via File>Import/Export LandXML>Export To LandXML
or use 3D faces.
