i am trying to set up a title block so that instead of manually selecting
each individual word and editing it, i can select the title block, edit
column in a menu than have all change when complete. Can anyone help?

Sounds like you are wanting to set up a block with attributes. Use the
attdef command to define your attributes for content and position
withing your title block borders. Then create a block of your title
block lines, if any, and include your attributes in the selection. Now
when you insert this block you will be prompted for each defined
attribute. If you use the edit text command then you will be taken to
the edit attribute dialog where all your attributes are available for
content editing. Hope this helps and was what you were looking for.
