Is there a Draw, Arc, Start/End/Direction command anymore?

Yes. On the command line type _arc . It's not on any pull down. It works a tad different to what you are used to, so watch that command line.
(I've complained about this to the Carlson sales folks to no avail, so I found this work around. Evidently the chances of this command being added to a pull down are slim and none.)

Hi, this is a great tip, thanks!

I looked for an Arc command on the menu as well but tried to resort to trying to draw circles and trimming them - which was not successful or efficient either!

Any idea if there is a list of commands that can be accessed only by the command line that also may be helpful?

There's not a list that I am aware of. The best thing to do is get on a computer that has LDD on it and find the things that you miss there. Envoke the command from the pull down and see what commans appears on the command line. Embedded Carlson will usually recognise those commands and respond accordingly.
