Polyline to Centerline

I just installed the latest update for Carlson Survey XML 2/25/03 -
Csurvxml.zip
File date in help about shows 1/31/03

When I select Polyline to Centerline File under Tools Menu I receive the
following error:

LOAD failed: "E:\\Program Files\\Carlson Software XML\\LSP\\quikcl" :error#0

When I check the directory in windows explorer the file is not there
although there.
Did this file inadvertently get left out of the update?
