symbol layers in F2F

I've had an odd anomolie setting up F2F symbol layers. I created a symbol library based on our blocks by just importing them. I set up F2F by first import a land desktop description key to get all the codes in there. then went back and mapped them to layers, 2D/3D polylines, etc. the layers are NCS, the symbol came in on some systems using our old layering scheme rather than the new NCS layers. The only place it could have gotten those layers would be the LDD description key. Can anyone tell me where it's picking up these layers & why it's not using the layers specified in F2F?
