Under the Survey menu there's an "Enter Deed Description" you can input the description and have it draw and annotate it..

is there a way to do it without creating a point?

Not that I know of.. unless you convert the bearing to a decimal degree and draw the line using the old CAD input:
@200.00<90.00
(A 200ft line at 90 degrees)

Assuming that you have embedded acad as long as you have none selected in the "Point Format" area of the enter deed description dialog box it won't create a point.

You can also get the same results under COGO, at "Line by angle/distance". Neither way will create points at pi's unless you tell it to do so.
