i have attached a ortho to my drawing but it is on top of my vector date
i used the GIS/Place image by World File
i did not see any options to place the ortho behind the current drawing
suggestions

Go to the "VIEW" tab at the top of thge screen. Down to "DISPLAY ORDER". Then "SEND TO BACK". Select the Image frame of the raster image. That should move it to the back.
If you do not see the image frame be sure that the variable "imageframe" is set to 1 (On).
