Layer Dialog Box

It seems that every time I choose:
VIEW
LAYER CONTROL

the Layer Properties Manager box is different.

The fields are incomplete, the icons are different, the box doesn't work. (I have to type -LAYER to get anywhere)

Today, the Layer Properties Manager box is "transparent" meaning I see the screen behind it.

Anyone else seeing this?
Any suggestions?
