Exporting to SHP file

I am trying to Export a cad drawing to a shapefile that that I can send it to the GIS department person. the problem I have is when I set everything up and create a new point. the new point is relative to where it needs to be in the world. however when I export the information and projection and add to ESRI it is totally somewhere else. I have tried this over and over again. can someone please help me with the proper steps to export from Carlson CAD to ESRI Arc Map so my lines will show up where they are supposed to be in the real world.

You need a Projection File (*.prj) that is relative to your project.
I got one from our County GIS guy and use it for everything I export to a Shape File.
