I am trying to set the origin of my paper (lower left corner to 0,0)

Right now, it seems to be at approximately -2.92,-1.56

Where do I need to change this at? I have been studying this for about an
hour.

You can't persay. In Autodesk's infinite wisdom the 0,0 origin is the
lower left hand corner of the MARGINS. Beauty, eh?

You could set the margins in modify paper size to 0.00 all around, then
draw a box the exact size of your paper on the Defpoints layer. Place
your titleblock in this box, offset for real paper margins, test plot to
make sure it comes out correctly.

When plotting use the plot settings tab, check Extents and Center Plot,
make sure the X and Y read 0.00. Negative numbers mean something is
outside the printable area, or you're on the wrong size paper for that
particular titleblock.

If you are talking about the imaginary "paper" and it's shadow that are displayed when you go into a layout - my best advise is to open up the Options dialog, go to the Display tab, and turn off the margins, paper background and shadow under "Layout elements". Forget about that and just insert your title block and/or border whereever you want in the layout (0,0,0 preferably) and then create your floating viewport(s) within your sheet border.
