My office wants to buy software for computing earthwork, cut-fill analysis.
We will use this software not very often.
We have a limited budget.
Some one suggest me to buy SiteWork/OS, the estimating software
I was thinking to buy Carlson Civil 2009, which is design as well as estimating software.
I am new in this business, I afraid that Carlson may be problematic one,
I will appreciate if anyone gives me some advice on this

You can look into Carlson Takeoff 2009. It should do what you are looking for.

In fact a good number of the construction & utility companies around here use Takeoff not only for estimating but building the 3d model for site work.
