I had a similar problem with the earlier 2012 using Intellicad 7.1. To fix it then I deleted my profile and started with a new one. Maybe support knows of a better way.
If using the Intellicad version: If you are familiar with the Windows Task Manager I suggest keeping it open and after each time you exit the Carlson application check to make sure the icad.exe process is gone before starting the application again.
