Modeler.dll library error

I'm receiving files from a consultant that have been converted to DWG from DGN. When I open the file I get an error message stating "could not open modeler.dll library" and my software locks up. I'm running Carlson Civil 2014 with IntelliCAD 7. Suggestions?
