Here are the steps I took and the result

1) Create a base plan
2) Create a design plan
3) XREF base into design plan and rename XREF to "EC".

Shortly after doing this and saving both drawings I go into the layer manager for the design plan and there are xref layers starting with "EC" as I would expect.

The problem is that there are also duplicate layers starting with the original base drawing name.....

Note: there is only one XREF'd drawing in the XREF dialogue box and it's called "EC".
