Layers not purging

After locating points in a drawing I sometimes will select and change
the
layer of the point properties to another layer (yes, I select all three
objects of a point). After doing so, I can't seem to purge the layer
that it
was on. Why?
I used the Autocad filter command to see if there are other entities on
that
particular layer, but there is none. It only seems to be doing this on
Survcadd points. Is there a better way of changing a points layer,
rather
than erasing and relocating the point on the layer that I need? I do
this to
change a plat computed point (mon-comp layer) to a monument to be set
point
(mon-set layer).
