I Have my contour interval set to 0.01 and it is showing 0 decimal places.

Actually it defaults to the same precision as your contour interval. If you
contour on a 1 or 5 foot interval, you will get 0 decimal places, contouring
on a 0.25 foot interval will get you 2 decimal places.
I will request that a label precision field be added to the Tri/Contour
routine.
