FTF: Elevation Prefixes

When processing topo with Field-to-Finish, we would like to be able to add
an elevation prefix to some points. An example would be "TC 200.25",
representing top of curb.

At the moment we have to isolate the attributes we want to add a prefix to
and use Toolpac to add the prefix (thank you again Mr. Dotson). Of course,
if the topo is reprocessed, the prefixes are lost and must be added again.

This is either an enhancement request to SurvCADD, or a plea for help from
someone that knows how to get this result.

You can use parantheses for TC(top of curb elevation) or use Attribute
Layout ID(edit srvpno#) to represent:
PT#
DESC2 ELEV2
