Draw/Locate Points

Looks like this XML2 issue has survived the latest updates and is still a
problem/annoyance...

The point mark is still being placed on a layer called "Clayer", which of
course used to be a properly functioning command in XML that directed
entities to the current layer instead of creating a layer with the actual
name of Clayer...

Other routines (i.e. annotation, etc.) seem to be able to discern the Clayer
option correctly. Please add to your fix list or tell us how to avert the
problem...
