Layer Zero

Having trouble with lines on layer zero appearing on a different layer.

Here is exactly what is happening if I am in a dwg
and the current layer is set to layer 1 and I switch the current layer to
zero any line I draw after that on layer 0 now appears on layer1.

Any Help Appreciated
