Substitute Block wish

In the "Edit_Change_Block/Insert_Substitute" routine, my most common problem
has been that I need to change the size WITHOUT changing the rotation. If
you want to change the size in this routine, you MUST change the rotation
also. Leaving the rotation at 0 will insert the newly substituted blocks at
a 0 rotation which is not what I need. To enhance this routine, you need to
add the option to change the size without changing the original block's
rotation, somehow. The "Retain original size & rotation" would only work for
my Survcadd blocks, which already are the same size. Unfortunately, the
reason I use this routine is to change blocks from other folks' CAD
drawings, which are many different sizes, but usually have the correct
rotation. Yes, I am aware that blocks can be created with different
rotations. The ones I am trying to replace are not different from mine. And
yes, I already have a workaround which does not work 100%. I don't want
another workaround. I need 1 routine, 1 time only.
