Starting Intellicad with file names

We recently moved from Carlson 2008, Autocad stand alone to Intellicad 2009 standalone. In the past, I had copied the starting 'Carlson Roads 2008 Standalone" icon on my desktop to a folder and changed the Preferences to read:

Target: "C:\ProgramData\Carlson Software\Carlson Software 2008\scjstart.exe" C:\Projects\watts\watts.dwg

Start in: C:\Projects\Watts

For each new project, I just copied the icon and changed the name 'Watts" to the new project name. This allowed me easy, fast access to every project. One click, I was into that project and its work directory. With Intellicad, I cannot get it to work like this. Every project, I have to do File/Open, browse, Open. Not as easy as I am used too.

Does anyone know how to feed the project file that I want to open directly into the Target? ie:
"C:\ProgramData\Carlson Software\Carlson2009\Icad\scjstart.exe" C:\Projects\watts\watts.dwg

All that happens is Intellicad starts and I have to do the old File/Open Browse. Major bummer.
