It appears that the Decimal Places settings under "Survey Text Defaults" are being overridden by the Drawing Units settings under "Drawing Settings". I did not have this issue in Carlson Survey 2017.

call the help line. I had the same problem, they sent a patch to fix it. works fine now. \
They had a complaint running in civil 3d , I am running Intellicad
