stack label arc ignores settings

changed the stack label arc settings to show chord bearing and length and add equal signs to the notation and it completely ignores the settings carlson 2019 build 180924 autocad 2019.1.2

never mind you have two settings dialogues for stack label arcs that are not connected and also don't search the same load and save files
