Can't remove imbedded Xref

We have this strange Xref spreading through our drawings like a virus, see attached. anytime one of our drafter takes linework from a drawing that has it it becomes a part of that new drawing. has anyone encountered this or found a way to remove it?

Not something I've run into... just a stab in the dark... maybe look into OLE Links and GIS Links.
OLELINK command will show the links in the file
LINK_MANAGER will list the GIS links for selected entities.

Any chance a property assigned to the linework is from an XREF in the source? ie. the linetype
