Changing Autocad Options in Carlson Survey 2021

I have a user working in 2021 and when he opens a drawing that was created and or saved in 2019 he can no longer copy and paste simple autocad objects.
I did find out that if I change his Demand load ObjectARX apps: in the Open and Save tab in the Autocad Options dialog box to Object detect and command invoke or the system variable (DEMANDLOAD = 3) it will work for him.
The issue is that every time he restarted Carlson it changes this back and he can no longer copy and paste unless he manually changes it.
Is Carlson not able to hold certain changes to the Options dialog box?
