Maybe I'm just a statistical anomaly, but I don't have that much trouble
with CS2004. I've used Land Desktop, and it is a pain. The advantage it
has is its very comprehensive pipe (sewer) routine. Carlson's contouring
and topo generation is simple, quick, and accurate. LDD's contouring is
accurate, as long as you know what you are doing, and have the time.
I don't have that many crashes, the only time I have a crash is when I
don't save regularly (i.e. after something major like a large topo). The
only other issue I have had is when my hard drive went sour and lost the
display driver, but that wasn't Carlson's fault.
I would recommend to stay with CS2004. I agree with the other poster,
that it sounds like a Windows Vista problem. Do you have Vista on that
machine? (Most likely if it is a new purchase)
Go find an old install disk for XP SP2, wipe the hard drive clean, and
start over with XP. There is also the option of running it inside of a
virtual machine, but that isn't really necessary.

PS:Civil Design might be better, but it can't be that much better to
cost as much as it does. We don't produce enough to justify the cost of
Civil Design, heck, we don't even produce enough to justify an upgrade
to 2006.

Lets face it. Carlson is on a downhill slide and their people are jumping
ship it seems. 2004 Survey was a piece of crap and all the others that
followed seem to be in the same boat (pieces of crap).
I mean when you come out with a piece of software that has an installation
propblem in 2004 and it follows all the way through to their 2007 product
you tend to get the picture that "they just don't give a rat's a$$ about
their product or their client's frustration level".
